
Taking scientific developing idea as a criteria, LuˇŻan Group has formed a new-style industrial goal of chemical and circular economy strategically in recent years. Based on coal, the coal extending utilization, green mining, green processing and synthetical treatment for waste materials have been carried out. Meanwhile, the mode of ecological industrial parks and new-style coal circular economy has been constructed with the consecutive elongating of coal industry chain.
The strategic development goal of Lu'an Group during the Eleven-Five-Year Plan can be summed up asˇ°7-6-5-4-3-2-1ˇ±. ˇ°7ˇ± means the coal output will reach around 70 million tons; ˇ°6ˇ± means the staff number is below 60 thousand while annual average income of each member will reach over RMB 60 thousand yuan;ˇ°5ˇ± means the annual sales income of the Group will reach RMB 50 billion yuan; ˇ°4ˇ±means giving priority to the development of circular economy, and constructing four large ecological industrial parks of Tunliu Coal-to-Liquids Eco-Industriual Park, Gaohe Coal-Power Eco-Industrial Park, Lucheng Coke-Chemical Eco-Industrial Park and Donggu Power-Chemical Eco-Industrial Park; ˇ°3ˇ± means elongating the three main industrial chains of coal-power-chemical, coal-coke-chemical, and coal-oil-chemical;ˇ°2ˇ± means constructing two state-level bases--the first state-level coal to liquids base and Chinese injection coal production base;ˇ°1ˇ± means constructing an energy and chemical group developing simultaneously.
I. Green Coal Mining And Green Processing
I.1. Insist On Green Mining To Improve The Utilization Rate Of Resources
(1) In order to realize clean coal production guided by the idea of circular economy, joint research on ˇ°Green Mining Technology of LuˇŻan Mine Areaˇ± with China University of Mining & Technology has been carried out, including the subsidiary topic ˇ°Protection and Utilization of Water Resource in the Mine Areaˇ±, ˇ°Gangue Disposing and Utilization in the Mine Areaˇ±, and ˇ°Disposing Mode and Technology of Sinking in the Mine Areaˇ±.
(2) Green coal mining idea, and green mining technology
A. Green heading stope mining technology used in the main coal mining: developing quasi-high synthesized and mechanized mining technology of skylight opening to lower gangue rate, improve recycling rate of the coal face and single production level.
B. Green heading chain pillar technology in the lane: developing non-pillar mining technology along the empty laneway, the successful development of the technology can gain a 3% recycling rate in the mining area.
C. Green coal mining technology in the old mine: light-duty roof coal mining in Shigejie Coal Mine, shortwall mechanized mining technology in Wuyang Coal Mine.
D. Mechanized roof coal mining technology in complicated geological condition: large-scale slope mechanized roof coal mining technology has been successfully researched in Wuyi mining area of Wuyang Coal Mine.
E. High efficient recycling technology in thin coal bed: Imported advanced slicer technology is in the utilization in No.15 coal bed of Shigejie coal mine.
F. Simultaneous mining technology of coal and water: Purifying and reusing technology both in and out of mines
G. Simultaneous mining technology of coal and mine gas: to construct a three-dimensional movable and still extractive system of up and down combination. Carry out the technology of pre-extracting, while-extracting, goaf extracting, cranny belt extracting and so on.
H. Reconstructing old mines and constructing new high-standard automatic mines: Carry out system and unit integration, and realize system automatization. Build new mines with high criteria and optimize the planning and mining of mines with advanced technology, in this way, resource wasting can be greatly reduced.
1.2. Adopt clean coal technology to develop coal washing and processing
Obvious effect has been achieved due to the innovation of science and technology as well as the coal washing and clean coal technology in LuˇŻan Group. The original five mines all have coal preparation plants and the new mines have designed advanced and high efficient module coal washing plants. New product of injection coal from lean coal was exploited firstly in LuˇŻan, and high-quality clean power coal as well, coal washing varieties have been increased, therefore, products structure and economic profits have been increased drastically, and the new era of LuˇŻan ˇ°China Injection Coalˇ± base has been initiated. The product technical guideline of LuˇŻan injection coal has been approved as international criteria.
2. Integrated harnessing of castoff as material resource
Obvious effect on the harnessing of material resource saving, integrated gangue utilization, mine gas, fly ash, slug, waste water, exhaust gas and sinking has been achieved.
(1) Construct gangue power plant: utilize gangue to generate electricity. Two gangue power plants in production and two 2ˇÁ135MW power plants being constructed make a total capacity of 620MW.
(2) Develop new-style wall material: 0.13 billion gangue bricks can be made per year, 0.3 million t/a of gangue can be depleted, and 37.5 Mu of land for gangue can be restored.
(3) Utilize gangue to build road, fill the sinking and actualize making view with gangue: Explore the technology of planting on the gangue heap surface actively, cultivate on the gangue heap, make water up to the heap, thus, both the gangue self-ignite and the pollution of the environment can be avoided.
(4) Produce biological fertilizer with gangue: The project of making biological fertilizer and animalcule is on the second experiment stage cooperating with Beijing Forestry University.
(5) Make flocculate with gangue: The lab experiment is being carried through cooperating with Shanxi University.
(6)Sinter pottery grain, cement with fly ash: The project is being carried through cooperating with an American company.
(7) Generate electricity: Signing with RAG Germany to extract the coal gas 300m below LuˇŻan coal area for generating electricity, CTL project and so on. A gas power plant with capacity of 4ˇÁ500KW will be built in Wuyang Coal Mine, and 18MW capacity of gas powers will be constructed in Changcun Coal Mine, Gaohe Coal Mine, and Licun Coal Mine, while in Gucheng and Tunliu, 36MW capacity of gas power plant will be built.
(8) Waste water treatment: Reusing rate of water from mine reaches 92%, and releasing rate to the requirement standard 100%. Washing water from coal preparation plant realizes first grade close circulation.
(9) Integrated treatment for air pollution: Reduce the thickness releasing of the waste and boost the utilization of clean energy, especially coal bed gas. Realize centralized heat supply to reduce small boilers and protect environment.
(10) Treatment of Ecological environment in mine area: Adopt mainly the soil cultivating again, tree planting and the treatment for the sinking.
3. Construct Circular Economy Industry Chain
Utilize resource synthetically and elongate coal industry chain on the basis of increasing clean coal production. Three main industry chains of coal-power-chemical, coal-coke-chemical, and coal-oil-chemical have been formed. The mode of coal circular economy has been constructed.
3.1.Coal-Power-Chemical
Generate electricity with middlings, coal slime and coal gangue from the coal processing. The margin power can be used in the industry of calcium carbide, ethyne and polysilicon. The fly ash from power plant and calcium carbide dregs from the ethyne chemical industry plant can be used to make LWA (fly ash light weight aggregate), cement, new-style green constructing material and so on. The industry has brought the result of annual calcium carbide output 0.3 million tons, carbon black 5000 tons, PVC building material 10 thousand tons, and the production capacity is enlarging. The first phase project with a capacity of 0.2 million t/a of polyvinyl chloride with total designed capacity of 0.4 million t/a has started, meanwhile, high-tech nano carbon pipe and polysilicon to be designed with a capacity of 3000 t/a and the first phase 1250 t/a are being developed.
3.2 Coal-Coke-Chemical
Coking plant with meager lean coal, lean coal, coke coal and gas coke from the Group, we will further process byproducts of tar and benzene to produce the high added value product in need of the market. The coke gas can be synthesized into methanol or dimethyl ether, etc. Methanol can be further extended to MTO (low carbon-content hydrocarbon from methanol), MTP (polypropylene from methanol) and so on. The output capacity of coke is 3 million t/a now, and the projects of methanol and tar processing from coke gas and benzene refining are being developed
3.3 Coal-Oil-Chemical.
The coal-to-liquids and IGCC can be developed through coal gasification. The main products of the coal-to-liquids plant are diesel, naphtha, LPG etc. Mining gas can be used in the Coal-to-Liquids Plant and civil utilization after abstracting and disposing. The synthetic gas (tail gas) from the Coal-To-Liquids Plant and the mine gas will be used to generate electricity in IGCC. Moreover, the fuel cell technology will be developed actively to realize the clean and efficient application of coal.
The foundation ceremony of coal-to-liquids plant with 0.16 million t/a has made a start for the project. It adopted the technology of plasm bed synthesizing liquids with own intellectual property right from Shanxi Coal and Chemical Institute. The ultimate capacity of the project will reach 5.2 million t/a so as to make coal-oil-chemical a leading industry of LuˇŻan Group.
4.To Construct Four Ecological Industrial Parks
Developing three leading industry chains of coal-power-chemical, coal-coke-chemical, and coal-oil-chemical, LuˇŻan Group has constructed four large ecological industrial parks of Tunliu Coal-Liquids, Gaohe Coal-Power, Lucheng Coke-Chemical and Donggu Power-Chemical. The sales income for multi industry of coal, power, CTL, coke and chemical, ethyne chemical industry and constructing material will reach over RMB 50 billion yuan.
4.1. Tunliu Coal-Oil Industrial Park
Tunliu Coal-Oil Industrial Park consists of Tunliu Coal Mine with output capacity 8 million t/s and its coal preparation plant, Tunliu Thermal Power Plant of 270MW, Coal-to-Liquids Plant (0.16 million t/a, industrialization scale 5.2 million t/a), IGCC System and etc.
The coal from Tunliu Mine is processed without sunshine and utilized on the spot. Some of the unsorted coal is for CTL, some is transferred to the preparation plant, and after being washed, the washed coal is sold out as injection coal. Three castoffs from the coal mine: 1. middlings, silt coal, and gangue 2. waste water 3. mine gas. A power plant for integrated utilization was built to make use of the castoffs. The coal gangue, middlings, and silt coal all be used for generating electricity. The electricity produced here can supply Tunliu Coal Mine, the CTL Plant; it can also be transmitted to power fence and supply the Power-Chemical Industry Park of the Group. The heat can be for self use, supply the CTL Plant and for civil utilization as well. The capacity of extracted gas can reach over100 million m3 and after processing it can be for both CTL Plant and civil utilization. Synthetic gas (tail gas) from the CTL Plant and some of the mine gas will be used in IGCC. The water released from the mine can reach 12860m3 and supply the mine, the coal preparation plant and the thermal power plant. The coal ash from the thermal power plant and coal slag from the CTL Plant can be used to make light weight aggregate (LWA), cement and other constructing materials.
4.2 Gaohe Coal-Power Industrial Park
Gaohe Coal-Power Eco-Industrial Park consists of Gaohe Coal Mine with annual output of 8 million tons and its coal preparation plant, Gaohe Power Plant with capacity of 4ˇÁ600MW, Mine Gas Power Plant and so on. Gaohe Coal Mine is associated with both main coal seam and coal in low formation, unifies mining and power generation, the unsorted coal from the mine is totally washed and the washed coal is sold out as injection coal. The middlings and coal silt are supplied to power plant. Besides self supplying for the mine, the electricity is transmitted to the North China electric fence in the first stage and finally to the South China electric fence through the high voltage line of 1 million Volt. The heat from the power plant can supply both the mine and the urban area of Changzhi, where over 30 boilers will be removed, so the living quality of the citizens will be greatly improved. After treatment of the waste water from the mine, the water can be used in the mine, the coal preparation plant and the power plant. Besides, part of the recycled water can be used up in the power plant. The coal ash from the power plant and coal gangur from the mine can be used to make light weight aggregate (LWA), cement and other constructing materials.
4.3 Lucheng Coke-Chemical Industrial Park
Lucheng Coke-Chemical Industrial Park consists of the Coke and Chemical Company of LuˇŻan Environmental Protection & Energy Development Co., Ltd (1.4 million t/a), Wangzhuang Shiji Coking Company (0.52 million t/a), Wuyang Hongfeng Coking Plant (0.6 million t/a), Xiangyuan Coking Plant (1 million t/a), Zhangcun Coking Plant (1 million t/a) and its Benzene Processing Plant, Tar and Carbon Black Plant, Tar Processing Plant, Methanol Plant and so on. The meager lean coal, lean coal, and coke coal supply the coking plant. To meet the need of the market, the byproduct tar and benzene is refined and processed to produce high added value products. Meanwhile, the coke gas can be retrieved to synthesize methanol and dimethyl ether. Methanol can be further processed to MTO (low carbon-content hydrocarbon from methanol), MTP (polypropylene from methanol), etc.
4.4 Donggu Power-Chemical Industrial Park
Donggu Power-Chemical Industrial Park consists of gangue power plants of Xibaitu Power Plant (30MW), Wuyang Power Plant (50MW), Tunliu Thermal Power Plant (270MW), LuˇŻan Ronghai Power Plant (270MW), 220KV Transformer Substation, Calcium Carbide Plant (0.45 million t/a), Polyvinyl-chloride Plant (0.4 million t/a) and its Caustic Soda Plant (0.4 million t/a), Ethyne Carbon Black Plant (30 thousand t/a), Nano Carbon Tube Plant (10 t/a), Neoprene Plant (10 thousand t/a), PVC Material Plant (0.15 million t/a), Fly Ash Light Weight Aggregate (LWA) Plant (0.5 million m3/a), Cement Plant (0.6 million t/a)and so on.
Power capacity of the four coal gangue power plants is 620MW. Coal gangues, middlings, other poor elding and the mine waste water are greatly utilized to generate electricity. The power mainly supplies Yuantou Calcium Carbide, Caustic Soda Plant and Polysilicon Plant inside the Industrial Park. The calcium carbide produced from the plant supply Polyvinyl-chloride Plant, Ethyne Carbon Black Plant, Nano Carbon Tube Plant, and Neoprene Plant. The PVC resin supplies PVC Constructing Material Plant. Acetylene chemical industry is to be developed with the utility of extra electricity. The carbide slag from the acetylene chemical industry, brine sludge from caustic soda plant and coal ash produced in the power plant can be used to produce cement, fly ash LWA, heat retaining building block and other new style environmental protection constructive materials. |
